ITANAGAR, June 01: Amidst report of dissidence among Congress legislators, the much awaited swearing-in ceremony of the new state cabinet was held  at the Darbar Hall of Rajbhawan this evening.

Tuki retained eight former ministers while Takam Pario is the new face in the council of ministers.

The newly inducted ministers include, Kalikho Pul, Chowna Mein, Tapang Taloh, Kumar Waii, Kamlung Mossang, Gojen Gadi, Pema Khandu, Pario and Tanga Byaling.

Governor Lt Gen (Retd) Nirbhay Sharma administered the oath of office and secrecy to the new ministers.

Chief Minister Nabam Tuki, Chief Secretary Ramesh Negi, host of MLAs, bureaucrats and public were present during the swearing-in ceremony.

The portfolios of the ministers would be allocated tomorrow and two more ministers would be inducted in phased manners after due consultation with party's high command, Tuki told reporters.

The appointment of parliamentary secretaries would be made on June 3 along with election of senior party Legislators Nabum Rebia as the new speaker of the Sixth Legislative Assembly which is commencing tomorrow, he added.

There looks no bonhomie among the Congress legislators present at swearing in ceremony sending clear message that sourness still remains over battle for cabinet berth.

Congress won 42 seats in the assembly election.

Even though Chief Minister Tuki was sworn-in on May 18, the cabinet list was not being able to finalize due to fierce internal battle among the Congress MLAs.  As per sources, 35 out of the 42 MLAs had applied for cabinet berth. Such was the intensity of the fight. The Congress high command had to intervene to solve the impasse. Several rounds of meeting were held in Delhi and Itanagar to end the deadlock.  With two cabinet berths are still to be filled, more drama is expected among the Congress MLAs in the coming days.

Many Indians still have no access to toilet facilities

The abduction, gang rape and lynching of two teenage girls at Baduan in Uttar Pradesh when they were going to relieve themselves last Tuesday have once again exposed how vulnerable is rural woman’s life. The rape and murder of the two teenagers, aged 12 and 14, has generated headlines in India and beyond in an echo of the uproar over the fatal gang rape of a student on a bus in Delhi in December 2012. But the circumstances which left the girls vulnerable to the killers who pounced on them in the fields are not unusual in India.

UNICEF estimates that almost 594 million — nearly 50 per cent of India's population — defecates in the open, with the situation particularly acute in impoverished rural areas such as the Badaun district of Uttar Pradesh. It is tragedy that till today large number of poor people living in rural areas has no access to toilet facilities and defecates in open field. In Arunachal too people living in interior areas still defecates in jungle which pose serious health hazards. Prime Minister Narendra Modi during election campaigning had stressed on the need for providing toilets to every household with his slogan "Toilets first, temple later." Hope he sticks to his words and ensure that every Indians have access to toilet facilities.
